In comparison, Germany is the EU together with Slovakia in seventh place. The average of the EU-27 is at 26 percent according to Eurostat. At the top of the podium is Sweden where only 7 percent of the population have never been online. Second place shared by Luxembourg and the Netherlands with 8 percent. In Austria have 23 percent of the 16 – to 74-year-olds used the Internet yet. Laggards are Portugal (46 percent), Bulgaria (51 percent), Greece (52 percent) and Romania (57 percent).

Submitted in July (N) Onliner Atlas 2011, the Initiative D21, the number of German offliners estimated at 25.3 percent. For nearly 18 million people over 14 years, it is therefore not a usual medium.
