The anti-piracy agreement
ACTA is on the verge of signing. This has informed the European Commission on behalf of all the negotiators.
They had resolved after the Tokyo round of negotiations in the remaining issues in dispute. An example of a controversial phrase was to call for criminal penalties for copyright infringement. The beginning of October, published text (PDF) states that the signatory states to introduce penalties “may”. Some states wanted to ACTA “may” but substitute “must”.
The EU Commission will publish the negotiating parties shortly, the final version of the Anti-Counterfeiting Trade Agreement. Before signing, it is still subjected to a final legal review.
To the ACTA countries of Australia, the European Union and its Member States are – represented by the European Commission and Belgium, which currently holds the EU presidency -, Canada, Korea, Mexico, Morocco, New Zealand, Switzerland, Singapore and the USA. The global agreement is the legal position regarding piracy and copyright infringement unify.
ACTA is classified as a trade agreement, which is why the negotiations launched in 2007 took place in camera. The EU is involved since 2008. The European Parliament had called in March 2010, a disclosure of the negotiating texts. In July, the first leaked kept under lock and key positions by the participating States.
